Melbourne Childcare Provider Defunded Over 'Serious Safety Breaches,' Vows Appeal
A Victorian childcare provider operating in private Melbourne homes has been stripped of its federal government funding, becoming the first to face such a penalty under new safety standards introduced last year. Laugh & Learn Family Day Care Education & Training, which facilitates family day care services, was defunded after being found in serious breach of safety regulations, leading to a public outcry from the provider who has labelled the decision 'devastating' and vowed to appeal.
Serious Breaches Uncovered
The regulatory authority identified critical safety failures at two of Laugh & Learn's family day cares, both located in Craigieburn, Melbourne's north. These breaches included the alarming exposure of children to hazardous materials such as bleach and rat poison, alongside a failure to properly secure a water feature at one of the residences. Documents on the Department of Education enforcement register confirm that Laugh & Learn failed to rectify these identified safety issues, despite being flagged in April following visits by officers from the Victorian Early Childhood Regulatory Authority (VECRA).
Provider's Vehement Denial and Appeal
In a strongly worded statement, Laugh & Learn Family Day Care Education & Training described the decision as 'one of the most devastating days' in its history. While acknowledging that 'matters identified... related to compliance and environmental issues at a limited number of educator residences,' the provider asserted that the circumstances were 'not always black and white' and often involved 'isolated household situations rather than ongoing risks to children.' They further claimed to have 'immediately addressed and rectified concerns raised by the regulatory body.'
The provider emphasised the broader impact of the defunding, stating it 'affects hardworking families who rely on affordable early childhood education and care, dedicated educators... and, most importantly, the children who may lose the trusted relationships they have built.' Laugh & Learn has indicated its intention to 'respectfully disagree with this decision' and 'pursue every available avenue of review.'
New Standards and Broader Concerns
The federal government's ability to strip funding from childcare providers unable to guarantee child safety was a direct response to a review initiated last year, following the arrest of a worker charged with multiple allegations against children. This move was designed to strengthen oversight and ensure the highest safety standards in early childhood education. Concerns about safety in Victorian childcare have been amplified by recent incidents, including a case where safety breaches potentially allowed children access to a 12th-floor balcony.
