Mobile Mirage: Regional Residents Uncover Glaring Gaps in Coverage Maps
Across regional Australia, residents are discovering that official mobile coverage maps often don't reflect the harsh reality of their service. Many are left with "no service" despite maps promising good connectivity, sparking widespread frustration.
Across regional Australia, a growing number of residents are reporting a stark disconnect between official mobile network coverage maps and their lived experience. Despite promises of moderate to good service, many find themselves battling persistent signal blackspots, struggling to make calls, and feeling misled by the very tools designed to inform them.
Promises vs. Reality in Lake Macquarie
Greg Hinten, a resident of an over-50s village in Lake Macquarie, typifies the frustration. His home is situated less than three kilometres from the nearest mobile phone tower, and according to recently published coverage maps, his outdoor mobile reception should range from moderate to good. However, Mr. Hinten, a retired insurance risk manager, describes a daily struggle for basic connectivity. "It's a freezing cold night and you want to talk to your son or daughter or the grandkids, and you've got to sit outside or miss out," he recounts. He even notes that a neighbour frequently drives to a nearby hilltop just to make phone calls.
While high-speed NBN fibre-to-the-node internet is available in his Toronto village, Mr. Hinten explains it's often not a viable solution for many. "Most of the old fellows here are blooming pensioners. They haven't got the dollars to jump in all this fancy stuff."
Mr. Hinten's personal signal monitoring app reveals the severity of the issue: -119 decibel-milliwatts (dBm) for 4G and -120 dBm for 5G outside his home, plummeting to -139 dBm indoors. These figures stand in stark contrast to the new industry standards, which stipulate that anything below -115 dBm outdoors should be classified as having no coverage. His experience highlights a significant discrepancy between predicted performance and actual signal strength.
Adding to his dismay, Mr. Hinten recalls a network provider's suggested solution a few years ago: install a booster across the road for an eye-watering $110,000, with residents expected to cover half the cost. "So, here's a bunch of foggy pensioners expected to pop up $55,000, to improve a service that they're already paying for," he remarked, expressing disbelief. Ultimately, he invested approximately $1,300 in a legal cellular mobile repeater to boost his 4G signal, deeming it a more practical long-term investment than an expensive NBN plan.
Bairnsdale Battle: Relocation Regrets
The problem isn't isolated. Helen Wood's experience relocating from Melbourne to Bairnsdale in regional Victoria echoes similar concerns. Ms. Wood meticulously consulted coverage maps prior to her move, which predicted good 4G and moderate to good 5G NSA coverage for her new street. The reality, however, was a shock. "We purchased, we moved in, and discovered we have absolutely no coverage, none," she explains. "There's no reception unless you drive 1.5 kilometres down the road to the highway."
Initially planning to transfer her existing NBN service, delays forced Ms. Wood to acquire a second NBN connection solely for Wi-Fi calling, a solution she says still suffers from frequent drop-outs. The entire ordeal has been immensely stressful, leaving her feeling "incredibly stressed" and describing it as "teeth-grindingly frustrating." Her sentiment, shared by many, is palpable: "I feel like we've all been had. It's terribly expensive for no service."
Industry and Regulator Perspectives
When approached for comment, a major telecommunications provider clarified that their coverage maps are predictive and adhere to a standardised methodology. A spokesperson stated that it is "simply not practical to physically test every road, property and remote location across the country," and that while they regularly update maps, they must align with prescribed regulatory standards. They encouraged customers experiencing issues to contact them directly, noting they had received only one complaint since the new maps were published.
The Australian Communications and Media Authority (ACMA), the regulatory body, affirmed its confidence that the modelling provides an indication of expected outdoor coverage, utilising internationally recognised propagation-modelling practices. ACMA also advised individuals to contact their service provider in the first instance, as they had not yet received any complaints regarding the new maps.
However, the Telecommunications Industry Ombudsman (TIO) offered a different perspective, stating they "continue to hear from consumers who are given incorrect advice about coverage that doesn't reflect the service they receive." The TIO stressed that "accurate coverage information and clear advice about what people can realistically expect is crucial for consumers to make informed decisions." A federal government spokesperson also weighed in, emphasising that the "new standard is not set and forget" and that the government expects ACMA to continuously refine maps and rules over time.
Advocates Push for National Transparency
The discrepancies highlighted by consumers are a common lament heard by volunteers at advocacy groups such as Better Internet for Rural, Regional and Remote Australia (BIRRR). Kristy Sparrow, co-founder of BIRRR, points out that mobile networks, originally designed for voice communication, are now under immense strain from data-heavy activities like streaming, potentially impacting the capacity reflected in coverage maps.
Ms. Sparrow also critiques the current system where major providers publish their maps separately, often with different search functions, colours, and shading to denote service levels, leading to confusion. "What we would really like to see is not the carriers releasing a map, but having a national map where you can actually go on and have a look and is the coverage usable at that actual location and is it with Optus or Telstra or Vodafone," she urged, noting that countries like the UK, US, and New Zealand already employ unified national coverage maps.
Recognising the complexity, Ms. Sparrow believes there's "no silver bullet" to the connectivity issues in regional areas. She advises consumers to actively shop around for better deals and to contact groups like BIRRR for assistance. While the Regional Tech Hub website also offers information, its recent defunding in the latest federal budget raises concerns about future support. The ongoing challenge underscores the need for greater awareness and transparency from both consumers and telecommunication providers to bridge the persistent gap between mapped predictions and real-world service.
