The Unseen Obstacle: A River Under Siege
Discovered in 2019, this massive 'sand slug' is primarily attributed to historic mining practices that introduced vast quantities of sediment into the river system. The sheer scale of the problem is staggering; the volume of sand clogging the river from Yarrawonga to Barmah is estimated to be enough to fill the Melbourne Cricket Ground 13 times over.
Officials at the Murray Darling Basin Authority (MDBA) are currently finalising advice for federal and state governments on how to tackle this persistent issue. Natalie Dando, a director of environmental assets with the MDBA, describes the narrows as acting like an hourglass. "Sand is moving in faster than it can get out," Ms Dando explained, highlighting the dire consequences. "The less water we can move through here, the more challenges there are for meeting the downstream demands of customers that need water for communities, for industry and the like." She warned that without intervention, sand will continue to accumulate, decreasing river flows for "decades and decades."
Conflicting Demands and Complex Origins
Working out a solution is fraught with difficulty, exacerbated by the river's already high stress levels and competing demands for its water. While historic mining is largely pinpointed as the primary cause, some stakeholders argue that other factors contribute significantly to the problem.
Jodie Hay, an irrigation dairy and beef farmer from Cohuna who has transformed part of her property into wetlands, suggests that erosion caused by high irrigation demand downstream could be a major contributor. Ms Hay notes the severe bank erosion along her stretch of the river, estimating a loss of between six and ten metres since the Murray Darling Basin plan was implemented in 2012. "It's quite heartbreaking really... the amount of big trees falling in is mad," she said, expressing concerns that the river has been "over-allocated."
However, fluvial geomorphologist Ian Rutherford, a Professorial Fellow at the University of Melbourne who has consulted for the MDBA on the sand slug, suggests that while irrigation flows do cause erosion, they account for only about 10 per cent of the total 20 million cubic metres of sand. Mr Rutherford posits that the sand slug is a "legacy effect of past land uses," accelerating a natural constriction process within the narrow floodplain.
A Call for Unity and Action
The process of addressing the sand slug has been described as "hamstrung" by the contested nature of water management, according to Casey Atkinson, treaty manager for the Bangerang Aboriginal Corporation. Mr Atkinson, a Bangerang and Wiradjuri man, highlighted the clash of different vested interests: "People who don't have the funding would like to do the work, people who have the funding can't do the work because other people who have access or say in that land… don't necessarily agree." He emphasised that the issue impacts the entire community and urged for collaborative solutions. "Something has to be done because by the time it's too late, you can cry about it but there's nothing to do to change it."
The MDBA's advice to governments later this year will cover regulatory processes, costs, and the logistics of managing works in an area prone to flooding. While a preferred course of action has not yet been revealed, Ms Dando indicated that considerations include access, potential uses for the removed sand (including commercial enterprise), and aiming for the solution with the "least impact" and strongest stakeholder support in a "really constrained environment."
Mr Rutherford acknowledged the limited options, suggesting that for irrigation, moving water around the obstacle seems the clearest path. However, he noted that environmental challenges for the Barmah forest remain difficult as long as the river continues to be managed with high, sustained flows. The consensus among experts and stakeholders is clear: finding a shared, effective path forward is crucial to safeguard the future of the Murray River and the communities that depend on it.
