Occupational hygienist Kate Cole, a leading expert in workplace silica dust exposure, spearheaded the investigation that brought these critical details to light. Her analysis of 375 air sampling results, spanning six sites within Brisbane's $19 billion Cross River Rail project during 2020 and 2021, uncovered at least 55 instances where workers were exposed to silica dust above the prescribed limit. Disturbingly, one breach was found to be 11 times higher than the acceptable standard.
The path to obtaining this information was fraught with resistance. Ms Cole initially sought the Cross River Rail's air monitoring reports under public information access laws in August 2023. However, the Queensland Office of Industrial Relations, the joint contractors (CPB, BAM, Ghella, UGL), and the government-appointed Cross River Rail Delivery Authority vehemently opposed their release. They argued that disclosure was not in the public interest and could potentially incite union aggression or harassment at the project sites.
Despite an information commissioner ruling in favour of transparency, the tunnel contractors appealed the decision to the Queensland Civil and Administrative Tribunal, even seeking for Ms Cole to cover their legal costs if they prevailed. Undeterred, Ms Cole engaged legal counsel, stating, "If they want to keep this information secret, it must be for a reason." Jonathan Walsh, a principal dust disease lawyer who represented Ms Cole, described the contractors' actions as "a shameless and ultimately flawed attempt to suppress very damaging information." Ultimately, the tribunal sided with Ms Cole, leading to the release of over 1,600 pages of data three years after her initial application.

Invisible to the naked eye, fine particles of silica dust pose a severe and often fatal health risk. Inhaling this dust can lead to incurable diseases such as silicosis, a debilitating lung condition, as well as lung cancer, kidney disease, and chronic obstructive pulmonary disease. It is also linked to pulmonary fibrosis and various autoimmune disorders, leaving affected individuals with profoundly compromised health.
While engineering controls are essential to suppress dust underground, workers are typically required to wear personal protective equipment (PPE), specifically masks. However, for these masks to be effective, they must be properly fit-tested, worn correctly, and require workers to be clean-shaven to ensure a tight seal. The detailed reports raise questions about the consistent and effective implementation of these critical safety measures.
Incomplete Monitoring and Data Gaps
Ms Cole's analysis further revealed a troubling pattern of incomplete monitoring and significant data gaps. The records released by the Office of Industrial Relations for the Cross River Rail project abruptly ceased in March 2021, coinciding with the commencement of crucial tunnel boring machine operations. "There's 15 months' worth of silica dust data from the Cross River Rail, and it just stops in March of 2021... when tunnel boring machine tunnelling was just starting," Ms Cole noted, adding, "We don't have any explanation as to why they stopped, but to be honest, that just does not pass the pub test."
Furthermore, 44 per cent of the monitoring reports indicated that testing either occurred when consultants could not access the tunnel or shaft, outside peak dust-generating activities, or during periods when routine work was suspended or reduced. This suggests a potentially skewed and incomplete picture of actual worker exposure. Concerns were also raised about ventilation systems, which were often assessed visually rather than through precise measurements of effectiveness.
Authorities and Contractors Respond
When approached for comment, the Queensland Office of Industrial Relations did not provide a response. Contractors for the Cross River Rail project, while not directly addressing the specific exposure breaches, affirmed that the health and safety of their workers remained their "highest priority," including robust protection from silica dust. A spokesperson stated that "air quality monitoring in accordance with regulatory obligations are undertaken by an independent occupational hygienist during all excavation and tunnel activities and monitored by Workplace Health and Safety Queensland."
Similarly, the Cross River Rail Delivery Authority, established to manage the project, asserted that its monitoring protocols complied with both state and national air quality requirements. Mr Carew fondly remembers the "brotherhood" and camaraderie of his subterranean work. "It's hard work and everyone's got each other's backs," he shared. The diagnosis, however, has been "pretty gutting" for him, especially at his age. Despite being "always pretty careful underground wearing masks," his experience proves that even diligent personal precautions may not be enough. He acknowledges that while the Cross River Rail "wasn't the worst tunnel" he'd worked on, "the dust is always there, no matter what tunneling you're doing."
No longer able to work underground, Mr Carew now operates an excavator above ground. The impact of his illness is profound: he struggles to breathe, even during short walks, and can no longer enjoy activities like touch football or rugby. Doctors have informed him his condition will progressively worsen, leaving him deeply concerned about his long-term ability to be there for his children and grandchildren.
