A dramatic and disturbing scene unfolded in the usually quiet town of Wangaratta on Monday afternoon, as independent MP Helen Haines was the victim of a targeted attack outside her office.

Witnesses describe a white Toyota LandCruiser ramming Haines, pinning her against her car, before reversing and hitting her again. The incident occurred at around 3:30pm, when Haines had just finished a busy day of events, including an official sod-turning ceremony for a new BMX pump track and dog park in Mansfield.

Senator Michelle Ananda-Rajah, who had been with Haines earlier in the day, described her as being in high spirits before the attack. "Helen was in high spirits. She was upbeat and positive. She saw me and greeted me with open arms and a big smile on her face and then she planted a big kiss on my cheek," Senator Ananda-Rajah said. "That was just typical Helen. That's who she is."

Witnesses reported hearing a loud bang and a scream, and locals quickly rushed to Haines' aid. Barber Ricky Jefferies was among those who intervened, helping to subdue the driver of the LandCruiser. "I saw amazing members of the Wangaratta community who I know … and they were helping," Mr Jefferies said. "A lot of people got involved immediately and they didn't even check for danger. They just ran to help."

Mr Jefferies described how he dragged the driver from the LandCruiser and took a knife from his pocket, before trying to calm him down. "Once he was on the ground and he was no longer a threat, I just stood with him and told him that he can't leave," Mr Jefferies said. "Everything is alright, mate. You'll be alright."

A 43-year-old Tarrawingee man, Brendan Nugent, was arrested at the scene and faces three charges, including dangerous driving causing serious injury, intentionally causing serious injury, and the Commonwealth offence of causing harm to a Commonwealth public official. Police allege the incident was targeted.

Haines was flown to hospital for emergency surgery with critical lower leg injuries, and it has been confirmed she has lost one leg. Surgeons are working to save her other leg.

The community is in shock, with locals laying flowers and letters at Haines' office. Politicians from all sides have paid tribute to Haines' tenacity and integrity, and called for the temperature of the public discourse to be lowered. Senator Ananda-Rajah is visibly distressed, saying she is "tearing up every five minutes".

As the town comes to terms with the attack, residents are rallying around Haines and her family. A vigil was held outside a church in Wangaratta, with many people showing their support for the MP and her loved ones.
